Lockport, NY - Richard W. Howes III was pronounced dead after being hit by two cars traveling south on South Transit Street. According to an initial investigation, Lockport Police said Howes was crossing the street on March 18 during a green light for north and southbound traffic. LPD Chief Steve Abbott was not available to comment on any other developments on this open investigation. A memorial stands on the corner of High and South Transit Street.
